In the article it does not seem like automated messages. Rather guess that their fake news detection triggered, because links to these government sites spiked even though the sites were seldom mentioned before.
I actually see street cleaning teams here in Germany regularly where one person blows the dirt out from bike racks and from under parked cars and the other person sits in the big street sweeper to pick up the dirt. I think this is a very valid use for blowers. The blowers are electric, but I sure would.not mind them a bit more quiet.

I mostly agree with your rules, they seem well thought out. I have two objections: Firstly altered versions of AP seems hard to enforce. I think if the versions of AP are compatible enough for federation to work, we should let it run.
Secondly, and more importantly, the part were you want to defederate with servers that do not follow these rules is a really bad idea. If some small instance wants to consume the content from threads, their users may still add content to the fediverse. I think these rules would be a good recommendation for any new server admins and committing to these rules would be a good reason to join a server. But I don’t see any reason to turn this into a “you’re either with us or against us”-type conflict.
Here’s the thing: people don’t make decision based on cost, but on what they feel what the cost is. For example: there are studies showing people underestimate the cost of car ownership by a factor of 2. They typically forget about the loss in value and the repair costs. Parking fees (if taken per occasion) are cost that people actually feel every day, making it more likely that they factor into their decision, maybe even more so than fuel costs.
