This necessitates a Dictator in power.
Almost always, these fascist dictators have a eugenics flavored agenda. They believe that there is some superior social hierarchy. If your demographic is at the bottom of this hierarchy, get as far away from that fascist dictatorship as you can. You literally have a target on your back. Secret police above the law bringing undesirables away to camps, never to be seen again.
It is conservatism to the nth degree.
