When we have an incident at work, there’s commonly a ‘root cause analysis’ done after the fact to determine what went wrong. One of the first questions asked is ‘what changed’.
In this case, revenue plunged after his name was attached to it. But he determined that it must be a sudden change in the building’s condition that caused it, not the recent change.

Negative thought: “The status of the Kennedy Center has plummeted since my name was attached to it.”
Positive thought: “It’s the condition of the Kennedy Center that’s the root of the problem. It’s not my fault. It’s someone else’s fault.”
I think this twisted interpretation of rule #2 has some explanatory power for at least 50% of the obviously-counter-factual babble that comes out of this man’s mouth. Maybe more. I think if you listen to him with this in mind, you’ll recognize the pattern very often.

So according to the article the roof was scheduled to be replaced, paid for and approved by Congress and then the guy they put in charge canceled it essentially. And then Trump references leaks and part of the ceiling falling as possibly able to kill someone. The roof being redone was a tiny fraction of the budget approved… So this is entirely intentional
