If his plan was to run initially he would’ve done it straight away. He came back because he knew the only thing that could beat Trump (excluding an actual populist leftist candidate which the dnc vetoed), was an old white guy. Safe pair of hands. Similarly the dems had no one else inspiring and weren’t going to throw away the incumbent old white guy bias. Probably would’ve won if it weren’t for the debate gaffe.
