    A very highly placed officer would have to take the first step.

    They too have sworn an oath, not only talking about infantry or gruntworkers. More and more that oath seems like a joke.

      It always has been. The oath is about blind obedience not for actually protecting to constitution or the military would have said no to all of the illegal bombings that have happened.
