A company that large can’t be meaningfully regulated, as we saw during the recent labor disputes. They do as they please and any fine they incur is less than what they make by breaking the law.
This is the sort of shit antitrust is for.
It’s also something that can be cured by a strong union negotiating for safer conditions. It’s a good idea to stop rail unions from striking for some reason though…
